Recent Assignments

SKADKAER Consult was established 1st October 2006 and became an Aps on 1st July 2007.

The following are brief summaries of consultancies so far:

  • Framework for Support to South Africa Based Organisations working on democracy and conflict and peace in the Region. Skadkaer Consult assisted the Danish Embassy in Pretoria in suggesting a more comprehensive framework based on recent evaluations by Sida and Danida.  November 2008

  • Human Rights in Yemen. The 2nd phase of the programme was proposed by the Danish Institute of Human Rights and included a component to support the Ministry of Human Rights and a component supporting a Network of Human Rights NGOs. The assignment was to appraise the proposal. Client: The Danish MFA for three weeks. October 2008

  • Human Trafficking in Belarus, Ukraine, Moldovia and Turkey. Second phase of the programme was appraised in October 2008 ny Danish MFA with assistance from Skadkaer Consult. Two- three weeks in total.

  • Good Governance and Human Rights in Nepal. Appraisal of the third phase of the Danish supported programme. Client Danish Embassy in Kathmandu. September - October 2008.

  • Management of T.A. Nepal. The Ministry of Education in Nepal is - in accordance with the Paris Declaration - planning future support to the education sector through a SWAp. In this connection the issue of more harmonised and aligned TA support is important. A five day training seminar of senior officials and some donor representatives was undertaken in Nepal from 1st-5th September 2008. Client: Ministry of  Education, Nepal through Danida Fellowship Center   

  • Identification of Challenges and Opportunities Facing Civil Society in relation to Donor Support in the Reconstruction Phase in Zimbabwe. August 2008. As the pressure from the international society on the political parties in Zimbabwe to come to an agreement is increasing there is hope that this will lead to a necessary reconstruction phase in Zimbabwe. Civil society is envisaged to play an important role in this. This assignment attempted to map the readiness of major organisations and networks to engage in a reconstruction phase. Client: MS. June- July 2008

  • Building Local Democracy. 2008 This is the major theme of MS – Danish Association for International Cooperation. Overall team-leader for the review of all 8 MS partner-countries and undertook the specific review in Uganda, July 2008 - January 2009. Client: MS. 

  • Identification and Formulation of 3rd phase of the Regions of Origin Programme. Somalia. Identification of overall objectives, expected outcome and outputs. Development of related budget. Identification of possible avenues for promoting aid effectiveness including the identification of possible partners and joint financing arrangements in the implementation of Phase 3. Revision of the programme management setup, including financial management and reporting. Design of flexible implementation solutions with timelines that could be adjusted to changing security and access scenarios. Client: Danida, 1.5 months, 2008.

  • Design of a monitoring, evaluation and reporting framework for the UN Joint Program of Local Governance and Decentralized Service Delivery. Somalia. Identification of information needs and design of a monitoring and evaluation framework for the local governance strengthening programme in Somaliland, Puntland and South-Central Somalia. The programme aims at developing the capacity of local governments in Somalia to undertake reconstruction and social service delivery. Client: UNDP (with ILO, UNCDF, UN-Habitat and Unicef), 3 months, 2008 (ongoing).

  • Review of the Human Rights Support under the Yemeni - Danish Partnership Programme. The Programme is implemented by the Danish Institute for Human Rights and supports the Ministry for Human Rights as well as non-state actors. Ongoing.  June 2008.

  • Review of the Danish Support to Good Governance in Bangladesh. Annual Review of the Human Rights and Good Governance Programme II (HRGG II). Assessment of the access to justice, accountability, and human rights components. Review of progress, impact, management and aid effectiveness. Focus on programme opportunities and challenges in the political context in Bangladesh. Emphasis on: 1) identifying opportunities for supporting demo-cratic practices under the current Caretaker Government; and 2) assessing the impact of the focusing strategy of the programme emphasizing aid effectiveness and relevance. May-June 2008.

  • Good Practices of Development Assistance in Support of  Counter-Terror Capacity Building in Developing Countries. Ongoing. Four field studies have been undertaken to Indonesia, Bangladesh, Tanzania and Mali. The draft Report of the Study was presented at the IPI (The International Peace Institute) in New York on 10th of June 2008.

  • Enriching The Paris Declaration - Promoting Democratic Ownership. Skadkaer Consult on behalf of Alliance 2015 and Ministry of Foreign Affairs organised an International Workshop on 13th May 2008, with a website democraticownership.org

  • Review of Danish Support to the Northern Border Pilot Project in Lebanon and formulation of 2nd phase. The review was finalised in April 2008 and the formulation is awaiting developments in Lebanon.

  • Iraq - Achievements of the Iraqi-Danish Partnership for Reconstruction. Based on a desk-study of reports and other documentation a paper was produced for a workshop focussing on achievements of the Danish assistance to Iraq and especially to the Basra Province. Based on the workshop inputs a final report was submitted. December 2007-March 2008. Download report here see press statements here

  • Review-cum-appraisal of the Youth Programme under the Danish Programme for Progress and Reform. Sole Consultant. The Programme is implemented by the Danish Youth Concil and the Danish Association for International Cooperation (MS). The assignment included field trips to Jordan and Lebanon. October to December 2007. 

  • Review and Identification of Danish support to Zimbabwe. Skadkaer Consult Aps was assigned to assist in developing a more strategic approach to Danish support to Zimbabwe for the next few years by the Danish Ministry of Foreign Affairs. October - November  2007.

  • Appraisal of Zimbabwe and Tanzania Country Strategies.  MS - The Danish Association for International Cooperation assigned Skadkaer Consult to be the overall team-leader for the appraisal of all 6 country strategies and to undertake the appraisals in Zimbabwe and Tanzania. August - September 2007. 

  • The World Bank's Engagement in Fragile States - Issues and Recommendations. In relation to the negotiations concerning IDA 15 one of the three items prioritised by Deputy Presidents for discussion is the role of IDA in Fragile States.  The Danish MFA requested Skadkaer Consult in cooperation with Julian Brett (COWI) to present a study on this issue. June 2007 

  • Bangladesh. Formulation of 2nd Phase of Multi-Sectoral Programme on Violence Against Women. For Danish Embassy in Dhaka and Ministry of Women and Children Affairs. May-June 2007.

  • The Paris Declaration and it's effects on Civil Society. Case Kenya. The leading Swedish development NGOs who have a frame agreement with Sida, commissioned a study of the effects of the Paris Declaration on civil society in Kenya. Our associate Erastus Wamugo and Finn Skadkaer Pedersen produced the study based on interviews with relevant stakeholders in Kenya. Thiswill hopefully be an input into the discussions leading up to the review of the Paris Declaration scheduled for next year in Ghana. March - May 2007. A workshop with more than 60 participants discussed the study in Nairobi on 22nd May 2007.  A copy of the report is available here.

  • Formulation and identification of Danish Support to Good Governance, Anti-corruption and Counter-terrorism in Indonesia. This a mission identified the next phase of the Danish supported programme. The mission was in Indonesia from 16. - 27. April 2007 and the report was finalised in May.

  • Turkey Political Criteria Programme. Review. Danish support for 2006 and 2007 to the TPCP consists of 1) human rights education of Inspectors in the Ministry of Interior and 2) support to human rights civil society networks and activities. The programme is implemented by the Danish Institute of human Rights on behalf of the Danish Ministry of Foreign Affairs. March-April and finalised in June 2007.  

  • Formulation of a Draft Project Document for a Border Project in Northern Lebanon.  Sole Consultant. In consultation with several donors especially Germany the assignment is aimed at formulating a joint project-outline which can be used for further consultations with the authorities in Lebanon. In May a proposal for Danish support to a training component was formulated after a second visit to Lebanon. February-May 2007.   

  • Development Assistance to Fragile States. Team-leader. In cooperation with Julian Brett (COWI) the report produced provides a survey of the international policy debate on assistance to fragile states. 3 weeks. Finalised January 2007.

  • Review of Danish-Egyptian Dialogue Institute in Cairo. Team-leader. Client:  Danish MFA. App. 3 weeks. November and December 2006

  • Review of the Yemeni-Danish Partnership Programme. Team-leader. Client: Danish MFA. App. 3 weeks. October and November 2006  

  • Review-cum-appraisal of Corporate Social Responsibility Child Labour Project in Bangladesh. Sole Consultant. Client: Red Barnet – Save the Children, Denmark. Duration two-three weeks. October to December 2006.
