Recent Assignments

SKADKAER Consult was established 1st October 2006 and became an Aps on 1st July 2007.

The following are brief summaries of consultancies so far:

  • Good Practices of Development Assistance in Support of Building Counter-Terror Capacity in Developing Countries. Ongoing. Four field studies have been undertaken to Indonesia, Bangladesh, Tanzania and Mali. Will be presented at the IPI (The International Peace Institute) in New York on 10th of June 2008.

  • Enriching The Paris Declaration - Promoting Democratic Ownership. Skadkaer Consult on behalf of Alliance 2015 and Ministry of Foreign Affairs organised an International Workshop on 13th May 2008, with a website democraticownership.org

  • Review and Formulation of 2nd phase of Danish Support to the Northern Border Pilot Project in Lebanon. A review was undertaken in early april 2008and the formulation is planned for June. MFA. 

  • Iraq - Achievements of the Iraqi-Danish Partnership for Reconstruction. Based on a desk-study of reports and other documentation a paper was produced for a workshop focussing on achievements of the Danish assistance to Iraq and especially to the Basra Province. Based on the workshop inputs a final report was submitted. December 2007-March 2008. Download report here

  • Review-cum-appraisal of the Youth Programme under the Danish Programme for Progress and Reform. Sole Consultant. The Programme is implemented by the Danish Youth Concil and the Danish Association for International Cooperation (MS). The assignment included field trips to Jordan and Lebanon. October to December 2007. 

  • Review and Identification of Danish support to Zimbabwe. Skadkaer Consult Aps was assigned to assist in developing a more strategic approach to Danish support to Zimbabwe for the next few years by the Danish Ministry of Foreign Affairs. October - November  2007.

  • Appraisal of Zimbabwe and Tanzania Country Strategies.  MS - The Danish Association for International Cooperation assigned Skadkaer Consult to be the overall team-leader for the appraisal of all 6 country strategies and to undertake the appraisals in Zimbabwe and Tanzania. August - September 2007. 

  • The World Bank's Engagement in Fragile States - Issues and Recommendations. In relation to the negotiations concerning IDA 15 one of the three items prioritised by Deputy Presidents for discussion is the role of IDA in Fragile States.  The Danish MFA requested Skadkaer Consult in cooperation with Julian Brett (COWI) to present a study on this issue. June 2007 

  • Bangladesh. Formulation of 2nd Phase of Multi-Sectoral Programme on Violence Against Women. For Danish Embassy in Dhaka and Ministry of Women and Children Affairs. May-June 2007.

  • The Paris Declaration and it's effects on Civil Society. Case Kenya. The leading Swedish development NGOs who have a frame agreement with Sida, commissioned a study of the effects of the Paris Declaration on civil society in Kenya. Our associate Erastus Wamugo and Finn Skadkaer Pedersen produced the study based on interviews with relevant stakeholders in Kenya. Thiswill hopefully be an input into the discussions leading up to the review of the Paris Declaration scheduled for next year in Ghana. March - May 2007. A workshop with more than 60 participants discussed the study in Nairobi on 22nd May 2007.  A copy of the report is available here.

  • Formulation and identification of Danish Support to Good Governance, Anti-corruption and Counter-terrorism in Indonesia. This a mission identified the next phase of the Danish supported programme. The mission was in Indonesia from 16. - 27. April 2007 and the report was finalised in May.

  • Turkey Political Criteria Programme. Review. Danish support for 2006 and 2007 to the TPCP consists of 1) human rights education of Inspectors in the Ministry of Interior and 2) support to human rights civil society networks and activities. The programme is implemented by the Danish Institute of human Rights on behalf of the Danish Ministry of Foreign Affairs. March-April and finalised in June 2007.  

  • Formulation of a Draft Project Document for a Border Project in Northern Lebanon.  Sole Consultant. In consultation with several donors especially Germany the assignment is aimed at formulating a joint project-outline which can be used for further consultations with the authorities in Lebanon. In May a proposal for Danish support to a training component was formulated after a second visit to Lebanon. February-May 2007.   

  • Development Assistance to Fragile States. Team-leader. In cooperation with Julian Brett (COWI) the report produced provides a survey of the international policy debate on assistance to fragile states. 3 weeks. Finalised January 2007.

  • Review of Danish-Egyptian Dialogue Institute in Cairo. Team-leader. Client:  Danish MFA. App. 3 weeks. November and December 2006

  • Review of the Yemen-Danish Partnership Programme. Team-leader. Client: Danish MFA. App. 3 weeks. October and November 2006  

  • Review-cum-appraisal of Corporate Social Responsibility Child Labour Project in Bangladesh. Sole Consultant. Client: Red Barnet – Save the Children, Denmark. Duration two-three weeks. October to December 2006.
